Caroline County offers up to 95% real-estate tax relief for an owner age 65 or older and/or permanently and totally disabled, subject to combined income up to $50,000 and net worth up to $100,000 excluding the dwelling and up to 10 acres; the program is administered by the Commissioner of the Revenue.
Valuation limits
No general annual valuation cap verified. Virginia assessments are at 100% fair-market value; Caroline's official FAQ states general reassessment is every 4–6 years, while land-use assessment and elderly/disabled relief are separate programs.
