Tax relief and valuation review

Protect your exemption and appeal rights.

A homestead exemption, senior-relief program, or valuation protest can change the amount a homeowner owes—but only if the filing reaches the right local office in the correct window. Use the verified county guidance below as your working checklist, then confirm the current form and deadline with Clay County Assessor (Tracy Baldwin) and Collector of Revenue (Barbara O’Riley).

What the local record says

Homestead filing

The filing guidance for this county is: January 1 through March 31, 2026, for Clay County’s Senior Real Estate Property Tax Relief application and renewal period; no general Missouri homestead exemption was verified. Use the official form or application channel, provide the residence and ownership documentation requested, and keep a copy of the submission.

Open homestead application

Senior citizen tax relief

Clay County Senior Real Estate Property Tax Relief under county ordinance/SB 190: applicant must be 62 or turn 62 in the application year, be a Clay County resident, own or have a vested legal interest in a primary residence, and be responsible for its property tax. The 2026 application/renewal period was January 1–March 31, 2026; the 2026 ordinance update includes certain bonded-debt levies and excludes the State Blind Pension Fund.

Valuation cap or growth limit

No general local annual valuation cap was verified. Clay County’s senior program credits eligible tax-liability increases and does not cap market or assessed value; Missouri uses odd-year reassessment and 12%/19%/32% statutory ratios.

Appealing an assessment

Build the objection around evidence and the notice date.

01

Calendar the window

Use the valuation notice and the county’s published protest guidance to determine the last day to file. Do not assume the payment deadline controls the appeal.

02

Assemble support

Gather comparable sales, photographs, repair records, appraisal evidence, property characteristics, and any documentation that explains why the assessed value is incorrect.

03

File and preserve proof

Submit through the official channel, save the confirmation, and attend the board or review hearing if one is scheduled. An appraiser or attorney can help evaluate evidence when the value or stakes are substantial.

The verified protest guidance for this county is: 5:00 p.m. Monday, July 13, 2026; Clay County’s 2026 Board of Equalization form states the filing deadline. The Missouri State Tax Commission complaint deadline is September 30, 2026, or within 30 days after the Board decision, whichever is later. If the language is not a specific calendar date, contact the office promptly for the current notice and board-review schedule.
